What the University of Waterloo Is

The University of Waterloo is a public research university in Waterloo, Ontario, Canada, founded in 1957 with an explicit emphasis on co-operative education and applied research. In the QS World University Rankings 2025, it is ranked 112th globally.

Waterloo’s defining feature is its co-operative education programme, the largest of its kind in the world. Co-op is not optional for most programmes in Engineering, Mathematics, and Computer Science: students alternate between four-month academic terms and four-month paid work terms, completing six work placements over the course of their degree. This means most undergraduate programmes take five years (instead of the standard four in Canada), but graduates leave with up to two years of paid work experience at companies ranging from startups to Google, Amazon, Meta, Apple, and major Canadian banks.

The university is a member of the U15, the grouping of Canada’s 15 most research-intensive universities. Its Faculty of Mathematics is the largest in Canada, and its David R. Cheriton School of Computer Science is consistently ranked among the top CS departments in North America.

For Indian students, Waterloo is primarily relevant as a destination for undergraduate study in computer science, engineering, and mathematics, where the co-op programme provides a direct pipeline into North American tech employment.

Who It’s For

Waterloo is a realistic target for students who:

  • Want to work in tech or quantitative fields in North America and value structured work experience over a traditional campus experience.
  • Have strong secondary school marks in mathematics and sciences. Admission to Computer Science and Software Engineering is highly competitive, typically requiring mid-to-high 90s in Ontario-equivalent grades.
  • Can handle the financial commitment of international tuition (approximately CAD 70,000–80,000/year for engineering and CS), partly offset by co-op earnings (students typically earn CAD 15,000–30,000 per work term).
  • Prefer a career-focused, technically intensive education over a liberal arts or broad-based curriculum.

Waterloo is not designed for students seeking a traditional campus experience with a strong humanities focus. The university’s culture is pragmatic and tech-oriented, and its strengths are concentrated in STEM and quantitative disciplines.

  • BCS Computer Science (Co-op): Waterloo’s flagship programme. Mandatory co-op. Graduates are heavily recruited by Silicon Valley and Canadian tech companies. The programme is among the most competitive in Canada, with an acceptance rate well below 10% for international applicants.

  • BSE Software Engineering (Co-op): A joint programme between the Faculties of Engineering and Mathematics. Combines CS fundamentals with engineering design. Also extremely competitive for admission.

  • BASc Electrical & Computer Engineering (Co-op): Strong placement into hardware and systems roles. All engineering programmes at Waterloo are accredited by the Canadian Engineering Accreditation Board (CEAB).

  • BMath Mathematics (Co-op): Covers pure mathematics, applied mathematics, combinatorics & optimization, and computational mathematics. The Faculty of Mathematics also offers actuarial science, which is one of the strongest such programmes in North America.

  • BBA/BMath Double Degree: A joint programme with Wilfrid Laurier University combining a BBA with a BMath. Popular among students wanting both business and quantitative training.

  • MMath Computer Science / MEng: Postgraduate programmes for students with a strong undergraduate record. Research-stream master’s (thesis-based) are funded; course-based MEng is not.

Campus and Location

Waterloo’s main campus is in the city of Waterloo, Ontario, approximately 100 km west of Toronto. Waterloo and the adjacent city of Kitchener form a combined metropolitan area of about 600,000 people. The region has a growing tech ecosystem often referred to as “Canada’s Silicon Valley,” home to offices of Google, Shopify, BlackBerry (which originated at Waterloo), and numerous startups.

The campus itself is functional rather than picturesque: modern mid-rise buildings, significant lab and computing infrastructure, and purpose-built co-op coordination facilities. Housing is a practical concern. On-campus residence is guaranteed for first-year students, but upper-year students typically rent in the surrounding area, where housing costs are significantly lower than Toronto (approximately CAD 700–1,200/month for a shared apartment).

Toronto Pearson International Airport is the nearest major airport, approximately 90 minutes by car or shuttle. The Region of Waterloo International Airport offers limited domestic flights.

Costs and Financial Aid

International undergraduate tuition for 2024–25 ranges from approximately CAD 60,000 to CAD 80,000 per year depending on programme, with Computer Science and Engineering at the higher end. Living costs in Waterloo run approximately CAD 15,000–20,000 per year.

Co-op earnings offset costs significantly. Students in CS and engineering co-op terms report earning CAD 15,000–30,000 per four-month work term (higher at US tech companies, where USD salaries are common). Over six co-op terms, total earnings can exceed CAD 100,000–150,000.

Scholarships for international students include:

  • International Student Entrance Scholarship: CAD 10,000, awarded based on academic record at admission.
  • President’s Scholarship of Distinction: CAD 2,000, for students admitted with 95%+ average.
  • Faculty-specific awards: Various smaller awards within Engineering and Mathematics faculties.

Waterloo does not offer need-based financial aid to international students in the manner of well-endowed US private universities. The co-op earnings model is the primary financial offset.

Things to Verify Before Applying

  • Application is through OUAC (Ontario Universities’ Application Centre): International students apply through OUAC 105. The deadline is typically February 1 for September entry. Waterloo also requires the Admission Information Form (AIF), a supplementary application that asks about extracurriculars and interest in the programme.
  • English proficiency: IELTS 6.5 overall (minimum 6.0 writing, 6.5 speaking) or TOEFL 90 (minimum 25 writing, 25 speaking). These are minimums; competitive applicants typically exceed them.
  • No entrance exams in the Indian sense: Waterloo does not require SAT, ACT, or standardised entrance tests. Admission is based on secondary school grades (primarily Grade 12 marks in relevant subjects), the AIF, and the Euclid Mathematics Contest (strongly recommended for Mathematics and CS applicants).
  • Co-op is not guaranteed at top employers: While Waterloo’s co-op placement rate is high, the quality of placements depends on your academic performance, interview skills, and the job market. First co-op terms may be at smaller or local companies.
  • Post-graduation work permit (PGWP): International students who complete a programme of at least two years at a Canadian DLI (Designated Learning Institution) are eligible for a PGWP of up to three years, providing a pathway to Canadian permanent residency.
